HR, where the workforce is coworker plugins: recruit when a domain earns it, onboard by checklist, evaluate by rubric, grow only from real work, dissolve by precedent.
The agent-resources coworker (cwc-agent-resources, the fifteenth) adapts Anthropic's
human-resources plugin to a workforce of agents. Its skills keep the 1:1 mappings that make
sense — recruiting-pipeline becomes when does a domain earn a coworker; performance-review
becomes rubric rows on subagentevaluations.com; comp-analysis becomes permission grants in
gates.toml (a raise is a new tool; both are operator-approved) — and deliberately drops what
has no agent equivalent (payroll, benefits, disputes).
Its first hire was itself
Onboarding, per the checklist, executed live on 2026-07-03: plugin manifest + gates declared before first action + a skill grown from the fleet's real precedents (cwc-deploy's birth, cwc-founder's dissolution) + marketplace registration + a durable identity row on subagentidentities.com + critter #15 in the typed generator (bright teal, ears) + roster updates across the deck, this page, and the team portrait. The operations coworker gained the companion discipline the same day: an incident-runbook skill whose log is the fleet's real scars, dated — because staffing and operating are the two halves of "the org chart is software."
